i.Who permits

Who issues your permit: the City, the County or Highland Beach.

A Boca Raton mailing address can be the City, unincorporated Palm Beach County or the Town of Highland Beach, and each has its own building department. The Property Appraiser’s list of permit offices is the first check.

Inside the City, permits go to Building Permits and Inspections, 200 NW 2nd Avenue. The permit is applied for, paid, tracked and inspected through Boca eHub, and the plans are uploaded for review in Boca ePlans.

iv.The Appearance Board

Does the Community Appearance Board review a house?

No. Boca Raton’s Community Appearance Board reviews multi-family, non-residential and HOA common-area work; single-family homes and duplexes are exempt from CAB review (Ordinance 5706, 2024). Single-family homes do not need a paint color change permit.

For a house, the design review is usually the community’s own HOA or architectural committee, where it has one.

v.Seawalls

Seawalls in Boca Raton.

City Code Chapter 22: “No bulkhead or retaining wall shall be built in any of the waters, canals or lakes within the corporate limits of the city at a lower elevation than plus 5.00 feet.” On Lake Boca Raton, Sec. 22-33 sets plus 5.00 feet above mean low water.

The plans need City permit approval and show the existing wall, the property line and the finished top of the cap. A location survey is inspected before the cap goes on, and an engineer’s final report follows the work. GCS manages the permit and the marine contractor.

Much of the City is in a FEMA flood zone, so a large renovation can trigger the 50 percent rule. The City’s floodplain management page is the place to start.
