The City, the County or Gulf Stream.
A Delray Beach mailing address is not always the City. Homes in unincorporated Palm Beach County can carry one, and the County’s Building Division permits those; Gulf Stream, the town to the north, has its own rules. The Property Appraiser’s list of permit offices is the first check.
Inside the City, permits go to Development Services, Building Division, 100 NW First Avenue, open Monday to Friday, 8 to 5. Every permit submittal goes through the City’s eServices, with digital plan review in ePlans.

A repair to a new house.
A leak, a bath, a kitchen, a whole-house renovation, or a teardown and a new house. A pool or an outdoor kitchen, as part of the house or on its own.

Delray Beach construction hours: the 2026 noise ordinance.
The City rewrote its noise chapter in Ordinance 35-25, passed February 24, 2026. Under Sec. 99.03(O), construction is exempt from the noise limits from 7:00 a.m. to 6:00 p.m. on weekdays and 8:00 a.m. to 4:00 p.m. on Saturdays. Sunday is not in the exempt hours.
Outside those hours the noise limits apply, and work that cannot meet them needs a temporary permit under Sec. 99.07. The City Manager may grant one only on findings that include no prior or pending construction noise violations against the owner, the contractor or the site.

The Historic Preservation Board and the five districts.
The Historic Preservation Board reviews alterations, additions, new construction, renovations and demolition that affect the exterior of designated historic sites and properties. It meets the first Wednesday of the month at 5:00 p.m.
The five local districts are West Settlers, Old School Square, Del-Ida Park, Marina and Nassau Park. Nassau Park is the only one east of the Intracoastal: two blocks along Nassau Street, from South Ocean Boulevard to Venetian Drive.
In a district, demolition of a contributing or non-contributing structure needs a Certificate of Appropriateness from the Board, and so does a new exterior paint color. Interior work and general maintenance are the owner’s call. The City offers a Historic Property Ad Valorem Tax Exemption for improvements.
Outside the districts, the Site Plan Review and Appearance Board reviews development applications for buildings, signs and landscaping. For a house, the job goes through Building and Zoning, and the City says whether board review applies.

What are the construction hours in Delray Beach under the 2026 noise ordinance?
Under City Code Sec. 99.03(O), from Ordinance 35-25 passed February 24, 2026, construction is exempt from the noise limits from 7:00 a.m. to 6:00 p.m. on weekdays and 8:00 a.m. to 4:00 p.m. on Saturdays. Sunday is not in the exempt hours. Outside them the noise limits apply, and work that cannot meet them needs a temporary permit from the City Manager under Sec. 99.07.
What is the difference between the HPB and SPRAB in Delray Beach?
The Historic Preservation Board reviews exterior alterations, additions, new construction, renovations and demolition on designated historic sites and in the historic districts. The Site Plan Review and Appearance Board reviews development applications for buildings, signs and landscaping that are not in a historic district.
Can I demolish a house in a Delray Beach historic district?
Only with a Certificate of Appropriateness approved by the Historic Preservation Board, whether the structure is contributing or non-contributing (LDR Section 4.5.1(F)). Demolition waits until a building permit is issued for the work the certificate describes.
Does a contractor have to register with the City of Delray Beach?
Yes, for any licensed work in the City. Registration is in eServices, with an active Florida license that matches the scope and liability and workers’ compensation certificates naming the City as certificate holder. Owners can pull their own permit only for a home they own and live in.
Is my Delray Beach address in the City or the County?
Not always the City: homes in unincorporated Palm Beach County can carry a Delray Beach mailing address, and the County’s Building Division permits those. The Property Appraiser lists every city’s and town’s permit office, the place to check first.
